I lived in Manhattan during the 70s when violent crime was rampant. Charles Bronson made the movie Death Wish. It was story about a man whose wife and daughter were raped and murdered by a gang posing as delivery men. Bronson turned into a late night vigilante and rode the A train. The movie was shown on the upper West Side right under Harlem. Instead of the usually raucous viewers, you could hear a pin drop until Bronson took down a gang leader on the train, the house went wild!!! The black community lived in fear of gangs, and impotent police who couldn't do anything. Neighborhood Guardian Angels who wore red berets patrolled the night doing what police couldn't do. Police told them to stop, "Hell no! Join us." Police collaborated with the Guardian Angels and got results.
NY Chinatown was infested with Shahanese mobs, and only when NY police hireded Chinese undercover agents did they stop the killing, extorsion and fear mongering. The City Council is delusional if they think they can talk down a rampage, gang warfare, car thefts or murders. I just read that there are now 13 established gangs in Minneapolis because it is easy. Our Safety Commissioner has a rough road ahead. We need to stand behind him and give neighborhoods safe lines to communicte and reprot. Better yet, our own vigilantes.
I used to be able to find lots of info on the old city website. All kinds of memos and documents. Locate employees, there used to be department organizational charts and you could contact the person you needed to directly. Now, that city website has gone through at least 2 more iterations, there is obfuscation and the data request portal is part of that. Took forever to get response and very little information forthcoming. Hope it works better for you.
